Ah, that makes sense. So you're saying that libpng12-dev will provide libpng-devtools in a future upload? IIUC, until that happens, I can't start depending on it though (though I could of course depend on libpng12-dev | libpng-devtools, of course).
In any case, upstream has committed a change to their buildsystem to use pkg-config instead of libpng-config, which would remove the need for depending on libpng16-devtools alltogether.
