Even though it may be better if the script failed in a nice way in case where 
there's no postgres DB available, in practice, I tend to think it is reasonably 
safe to expect that the dependencies are installed, and operational.

Note that I experienced a similar issue when postgres wouldn't be started, by 
attempting to do a scripted install inside a docker container, which may be 
close to the conditions under piuparts control (maybe a deactivated init script 
for postgres ?).

I'm tempted to close as won't fix.

Any other opinions ?
