The developers are now working on the future 2.0, AKA bzr, AKA
Bazaar-NG. Robert Collins was very busy with the internal migration of
Canonical to bzr, but he promised a release of the 1.5 when he gets
more time. I'm also not willing to invest time in Bazaar 1 except for
easy to fix bugs.

Although 1.5 is not "released", it's stable. I've fixed many bugs
compared to 1.4.2 (but the not-officially-released 1.4.3 backports
most of the bugfixes), and no real "big" feature that could have
broken something were added (the two main things are the unified
revision list and the partial commit with added files, they've been
introduced a while ago, and well tested now).
