Hi all, As I have the same/similar issue, I tried the above :- $ gsettings reset-recursively org.gnome.gnome-panel I had to reboot and in new session it was the same thing, wasn't able to add anything to the bottom panel. I tried the 'window list' applet and no sugar for me.
