How about adding a Reply link per followup? Something like: mailto:xxx...@bugs.debian.org?cc=xxxxxx_...@bugs.debian.org where YYY is the message number one wants to reply to. Then bts.d.o would take correct References and In-Reply-To from message in question. An alternative to cc/bcc might be something like ##DONTREMOVEME_YYY## in subject or body then stripped by bts.d.o.
