Well, I gave a shot at reproduction. I installed a new debian stable VM and it didn't happen there. I then upgraded it to sid and it still didn't happen there. You can probably go ahead and close this bug. On my local machine I got the problem with a brand-new user account and I also tried reinstalling w3m/groff with apt-get -d --reinstall and it still happens here.
