Hmmm.... I took a quick look at count.t and found this comment:
# TODO This fails when today == eom.

If I'm understanding this correctly, it looks like one shouldn't try to
build taskwarrior on the last day of the month, such as today. I guess
I should try again tomorrow, and probably everything will work.
I believe that your analysis is correct. When I run the tests with
rigged date (using faketime(1)), they ceased failing.
If this is correct, perhaps this bugreport should be retitled to "FTBFS
on the last day of the month"
Done. I also adjusted severity accordingly.
