This bug can be cancelled, sorry.
It's something to do with puppet - I changed the puppet install from
wheezy-backports to the standard wheezy repo, and I ran into the same
problem: installing via puppet (backports 1.4.6 or non-backports 1.2.2),
get problem. Uninstall and reinstall either nginx version manually, and
the problem goes away.
Unfortunately I don't have time to troubleshoot further, but this bug is
in the puppet application, not nginx.
