To find out if the problem of my perl script is caused by libnet-rawip-perl, I installed the wheezy version of libnet-rawip-perl, and with that, my script worked. But as the downgrade of libnet-rawip-perl had resulted in some other packages being downgraded too, I could not be sure if the bug is in libnet-rawip-perl or in one of the other packages. So, without changing anything else, I downloaded the wheezy sources of libnet-rawip-perl, built the package from them, installed the package - and then, my perl script again did not work.
