Upstream for libtinyxml-2 accepted to use release tags on Github to
track version changes.

The Debian maintainer updated the Debian libtinyxml2-0.0.0 package and
is now available in unstable. This includes some changes that cppcheck
1.63 needs to compile.

So, it may be possible that 1.63 will compile again without requiring
modifications to the package and, instead of using the embedded copy of
TinyXML-2, using the Debian tinyxml2-0.0.0 package.

This should make it easier to have cppcheck 1.63 in the archive.
