I means document how to treat missing files, and where to add missing source. Actually lintian check debian/missing-source, debian/missing-source/$dirnameofcompiledsource/$basenameofcompiledsource.sourceext for missing sources and local directory. It will help to have missing source check more consistant and document the wish of ftpmaster (that accept both but prefer repack).
