The list of copyright holders is in the upstream LICENCE file and some
of those names are in the source code - typically the setuptools type
support scripts.

licencecheck comes up only with Copyright: Twisted Matrix Laboratories
but the listing in debian/copyright is using the LICENCE file as a base.

Some files explicitly point at LICENCE even in the licencecheck output:
  [Copyright: 2006 Twisted Matrix Laboratories. See LICENSE for details]

On that basis, I'm not sure that this bug is valid. debian/copyright
does list copyright holders - as specified in the upstream LICENCE file.
