The list of copyright holders is in the upstream LICENCE file and some of those names are in the source code - typically the setuptools type support scripts.
licencecheck comes up only with Copyright: Twisted Matrix Laboratories but the listing in debian/copyright is using the LICENCE file as a base. Some files explicitly point at LICENCE even in the licencecheck output: [Copyright: 2006 Twisted Matrix Laboratories.
