There actually was a first upload to Debian that had those enabled: http://snapshot.debian.org/package/libjpeg-turbo/1.2.90-1/That version was superceded by another upload removing the drop-in-for-libjpeg8 part while the package was still in NEW.
Speaking with my package maintainer hat on: the change can be made easily, once I have a got from the ctte.
