Searching the wisdom of the web I have been unable to find any
information on this problem. What is going on here?

Downgrading to the immediately previous 7.4.8-1 in Testing resolves
the problem.

  apt-get install rsyslog=7.4.8-1
  apt-mark hold rsyslog

Bob
