I don't know anything about portability. I know that the file is not identical across all architectures. So if you try to co-install libopenjpeg-java:i386 and libopenjpeg-java:amd64 you get an error like this:

Selecting previously unselected package libopenjpeg-java:amd64.
Preparing to unpack .../libopenjpeg-java_1.5.1-3_amd64.deb ...
Unpacking libopenjpeg-java:amd64 (1.5.1-3) ...
Selecting previously unselected package libopenjpeg-java:i386.

Unpacking libopenjpeg-java:i386 (1.5.1-3) ...

trying to overwrite shared '/usr/share/java/openjpeg-1.5.1.jar', which is 
different from other instances of package libopenjpeg-java:i386
