I'm not sure how to track this one down.

polya:~ $ ls public_html.debian/<TAB><TAB>
bsmtp.html  gpg.key     index.html  pgp.key     
polya:~ $ ls ~/public_html.debian/<TAB><TAB>
[nothing happens]

However:

polya:~ $ ls public_html/<TAB><TAB>
index.html     [...]
polya:~ $ ls ~/public_html/<TAB><TAB>
index.html     [...]

So somehow, a combination of ~ and a . in a pathname component seems
to be causing a problem, or perhaps it's something else entirely.
