As hinted in my initial mail I think having libapt-pkg-perl provide whatever interfaces allowing for this would be the ideal solution. In which case I think it would make sense to file a bug report on libapt-pkg-perl requesting whatever interface is needed, possibly another one on libapt-pkg if it does not provide the underlaying interfaces and chain-blocking each of those up to this bug report, and possibly retitling and unwontfixing this one.
