I have investigated the problem further. Thanks for giving the right hint.The package tcl-tls is built against tcl8.4 only in Debian squeeze. However, coccinella uses tcl8.5. For tcl8.5 there is not tcl-tls support available in Debian squeeze.
For wheezy, tcl8.5 became the default tcl, so tcl-tls is built against that version of tcl (which works well together with coccinella).
I have filed a bug against tcl-tls inviting the current maintainer to packaging tcl-tls bin:packages for each tcl version present in Debian.
