Could you please show the output of the "locale" command on your system
(with the user account you are referring to)?
What is the intended effect of your configuration?

It seems to me that you are using the LANGUAGE variable in a wrong way.

The last subsection states, in part:

I am not 100 % sure, but I am under the impression that this is not far
from the correct behavior, taking the above quoted note into account...

I may test your patch (later), but, first, I have to understand whether
your configuration is the right one for your needs.
