Sorry, I cannot reproduce that in any file(1) version:

Validate I understood od (hd is much easier):

$ printf '\324\305\320\330\322\305\311\315' | od
0000000 142724 154320 142722 146711

All distributions

* squeeze (5.04-5+squeeze4)
* wheezy (5.11-2+deb7u2
* jessie (1:5.17-0.1)

yield the same result:

$ printf '\324\305\320\330\322\305\311\315' | file -b -
ISO-8859 text, with no line terminators

Please re-check.
