There are numerous bug reports regarding this. No it should not be a depends. Because you must not have this package installed. You can have a font server and change the configuration to use the font server instead of the local font files. The definition of depends, recommends and suggests are something like this: - depends x: Must have x for the package to work - recommends x: With default configuration x is needed for the package to work. Or x is needed for most uses even though it may work without it. - suggests x: x can be useful for the package.
