Hm, afaics, that's how sysvinit or rather /etc/rc1.d/S01killprocs works. It stops all services when entering that runlevel. Take other rcS services, like hdparm. They are also killed when entering runlevel 1. I don't think there is anything to fix here specifically in udev and is sort-of expected behaviour. I'll let the sysvinit maintainers comment on this issue though. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
