Reading that trace log, I can't see any error. It requests a restart at
offset 200000 and the transfers starts at that position.
So if this starts from the beginning as you say, I would say that the
server is playing tricks on you.

works OK (it appends/continue/resumes data downloading)
If it does, and the server sends the data from the start in the curl
using case, then either the server behaves differently on wget's FTP
commands and its order, or wget has code that detects the data being
sent from the start and it ignores the beginning and appens the data
from the correct point.
The "BUG" was RedHat 5.1 with bad ram or what, between me and final FTP
server.
My connection: myPC--Sarge_firewall_squid_etc--RH51--INTERNET
When I rebooted this crap (switch on/off) curl resumes without any
problems. I just take some route info & throw away this machine (my
friend configured it years ago).
Again, BUG is resolved, you can close. Sry for wasting your time.
