Actually, I looked closer at the package, and I see that the packaging
was picked up from ubuntu, but not the actual upstream change, these are
what are missing:

http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/trusty/shadow/trusty/files/head:/debian/patches/userns/

in fact, if you attempt to build the package, you will get an error
about missing man pages, which at least one of the patches in the above
link adds.

Yikes! Maybe a RFH would get some "fresh blood" working on things?
