I see this problem too, on two machine on which gcc is not installed,
because i don't need it.

The "couldn't determine gcc system type" message is displayed for every
package you are about to install.
For example: 12 packages, 12 warning messages.

If you launch dpkg-architecture alone, you'll get the same message on
the first line of the output:
