It seems that Japanese translation is available for Owncloud but it is not enabled as it is not in /usr/share/owncloud/settings/languageCodes.php. However, after testing, simply adding 'ja_JP' does not seem to be enough as AFAIU the keys of this hash tables is supposed to match HTTP Accept-Language header which would be 'ja' only for Japanese. Therefore, there should probably be a symlink from 'ja' to 'ja_JP' or maybe findLanguage() (lib/private/l10n.php) should be fixed (see RFC 2616)? On our instance I personnally did the second one even though it's not entirely correct but I didn't want to create many simlinks everywhere (and it may be needed to do the same for apps as well...).
