Previously it was bundled library inside phpMyAdmin, so it's just
a different place where the size is accounted (though phpMyAdmin did
come with stripped down version, especially when it comes to
included fonts).

As phpMyAdmin code does not check for it's presence (there is no
need for that as it's distributed in upstream tarball), I don't think it
good idea to do this.
