This is because the line after your hexchat binary package is non-empty
(there's a trailing space).  Empty lines should be used to separate
stanzas in a deb-control file.

This is another instance of #715558.  The simple fix is to remove the
trailing whitespace on the line.

The real fix is to get python-debian fixed as I suggested[0] before.

Unless someone feels strongly about adding a workaround in wrap-and-sort
for python-debian's bug, I'll merge this with the existing reports in
the coming days.
