On the other hand: - when someone is trying to adopt a package, it's a good time for co-maintainers to show up and help, possibly creating a team around the package. - sometimes packages stay in the ITA state for a very long time, even the person filing the ITA is not active anymore on the package. So, I think that what is really needed is a mechanism (e.g. config file) for users to hide some types of opportunities. Just because it will be hard to find a selection that works for everybody.
