Neither am I. :) The right thing to do would be to not build them unless
--enable-selinux is configured. (Which it isn't on non-linux platforms.)

If you want, I can send a patch to make runcon and chcon dummies on non-SELinux
platforms.

In the absence of someone who knows the automake mess well enough to
implement the correct solution I'm open to doing that in the meantime.
