Per 6.3.2, the casting vote is held by the Chairman, who is currently
Bdale.
Per 6.3.1, the voting period expires either Feb 15th, or when the outcome
is no longer in doubt. Not clear to me if that's now, or only after Bdale
specifies a casting vote. Per 7.3, if there's any dispute about that, the
secretary adjudicates that dispute.
