According to "apt-file search ecrm1095" on Sid and Wheezy, it seems as
if ecrm1095 moved from texlive-latex-recommended to
texlive-latex-recommended:

texlive-fonts-recommended:

I didn't yet spot the according changelog entry, but since there was
only one upload of texlive-base since the upload of 5.0.5-1, it must
have been this upload:
texlive-base (2013.20140123-1) unstable; urgency=medium
* new upstream checkout
* t-pictures: changes wish -> tk (Closes: #732784)
* tighten build-dep on tex-common to >= 4 (Closes: #733414)
