You have misinterpreted the XDG standard. That quoted part means the application (xarchiver in your case) should accept ANY form for %U, be it path or URI, and caller of that application (pcmanfm in your case) is free to choose the form to pass to the application. That is the original meaning of the text quoted by you. Therefore pcmanfm does exact thing the XDG standard says and there is nothing to fix on its side but xarchiver violates the quoted statement. Glad to hear it is fixed now so I believe this issue is closed now, merge it into your original report.
