In the process of bootstrapping Debian, one needs to be able to build gdbm 
fairly early: debhelper Depends on man-db, which Build-Depends on libgdbm-dev.  
On the other hand, texinfo is somewhat heavier in terms of what dependencies 
it needs.  So, the attached patch makes it possible to do a bootstrap build of 
gdbm without texinfo available.
