just wanted to make note this issue persists, for no obvious reason.

Without the debug mode, setting up & verifying beforehand of 

- broadcast client
- multicast client
- manycast client 
- orphan mode

is close to impossible. 

This is practically limiting Debian’s NTPd to the functionality from pre-2006. 
At least for setups where people care.

Note: I think it was fixed back during lenny days, but it’s too long to be 
really sure.
If possible, could you check, on a new release, that debug mode is working
or at least, if it’s turned off due to some grave issue, this isn’t kept as a 
default for the next N years.
