Not quite. Your changes to Nicolas' patch broke the support he was trying to add. The keyring can be located at either debian/upstream/signing-key.pgp or, as an armored keyring, at debian/upstream/signing-key.asc. The previous debian/upstream-signing-key.pgp location is still being checked by uscan in order to ease the transition to one of the two other locations. There's also some discussion about the creation of the debian/upstream/ directory conflicting with DEP-12 in #736760, which will hopefully be settled soon.
