While I agree that the requested change is desirable to avoid
miscompilation I disagree that FTBS in a non-standard build-environment
is release-critical.

However, I cannot find any recent build-log of powerpc on
buildd.debian.org although
http://packages.debian.org/testing/web/php4-pgsql
claims that it has been build. Further
http://buildd.debian.org/build.php?arch=&pkg=php4-pgsql
shows that 3:4.3.10-1 fails to build on several archs due to
php4-dev: Depends: php4-common (>= 4:4.3.10-3) but it is not going to be 
installed

This, however, is most likly a temporary failure (and should be
reported sepeately, if at all) as the case of hppa shows.
