Source is available under GPL3 from here: http://flash.flowplayer.org/download/ Since neither the deb nor moodle upstream currently includes source, there is a GPL compliance issue. My immediate recommendation is to elide it, similar to the treatment flvplayer has gotten before. The GPL issue needs to be reported to upstream. A longterm project would be to work with upstream toward using flowplayer's HTML5 version (with source, of course). (Before doing that, it would be interesting to ponder whether Flowplayer Ltd.'s usage of GPL3 clause 5d is conformant with Debian's view.
