It is the case for packages migrated from dh-make-php to pkg-php-tools. Reason of this: http://sources.debian.net/src/dh-make-php/0.3.0/pear.mk?hl=36#L80 I don't really agree to put tests on /usr/share/doc (where they can be compressed and thus unusable). There is a patch for pkg-php-tools to remove the tests completely (#732641). This can be the solution.
