File permissions 700 root:root are required by CUPS for any backend requiring full root-privileges for execution. Not an issue of CUPS-PDF.

This has caused my debsums run as non-root to not be able to check that
file. There is nothing secret here; it is shipped as part of the package
and not modified by the administrator. So it should be a+rx, or at least a+r.
