There is a lot wrong with that statement. Imagine you’re working on/with a software FOO that is not yet packaged in Debian. Say it comes from the Macintosh world, so it does not build out-of-the-box. Common sense states that you need to port it to the Debian OS instead of Debian providing those Macintosh-specific APIs FOO uses.
