This is likely true if data.tar is gzip-compressed. However, xz
compresses -dbg packages much better that gzip/zlib, but of course
only if they are not compressed internally in the first place. As a
consequence, switching to compat 9 can make a -dbg package _much_
bigger.
Sounds like an overstatement. Surely xz will not, for example,
recompress an already gzipped file to be much larger.

Also, v9 packages still use gzip by default. So only if you both
upgrade to v9 and choose to enable xz will you get a package that might
not be as small as v8+xz, but should not be a lot larger than v9+gzip.
xz is now the default.
