There is now an effort to run auto-pkg-tests on Debian. [0] I noticed that
upstart test runs are failing since its test depends on the existence of an
ubuntu user. From the log: [1]

>From a very quick look, at test runner service's source, it seems like the
tests are run under the user debci. [2] Although, it would probably be a good
idea to figure out a way to not have to rely on this detail of the environment
the test is run on.
