Package: androidsdk-tools

the normal "android" script that a user might want to launch expects
to find sdkmanager.jar someplace.  debian doesn't ship that at all
currently, under any name that i can see.

It looks like debian is shipping our .jars with the prefix of
androidsdk-, so maybe that means we need a package
androidsdk-sdkmanager, which ships
/usr/share/java/andrioidsdk-sdkmanager.jar and symlinks
/usr/share/java/sdkmanager.jar to it.

Thanks for maintaining androidsdk-tools in debian!
