Here is a problem, you are not getting default value for either
iamerican/languages or ibritish/languages, should read

  debconf (developer): <-- METAGET shared/packages-ispell owners
  debconf (developer): --> 0 iamerican, ibritish, ipolish
  debconf (developer): <-- METAGET iamerican/languages default
  debconf (developer): --> 0 american (American English)
  debconf (developer): <-- METAGET ibritish/languages default

  debconf (developer): --> 0 polish (Polish)
  debconf (developer): <-- METAGET dictionaries-common/default-ispell choices

Have you recently experienced problems with your /var partition? I mean
something like it being nearly full.

Please take a look at your /var/cache/debconf/templates.dat file, iamerican
and ibritish entries should look something like

  Name: iamerican/languages
  Default: american (American English)
  Description: 
  Type: text
  Owners: iamerican/languages

  Name: ibritish/languages
  Default: british (British English)
  Description: 
  Type: text
  Owners: ibritish/languages

after the corresponding values in

  /var/lib/dpkg/info/i{american,british}.templates

If the above templates.dat entries are not present or look strange, but the
correct templates files are in the /var/lib/dpkg/info your debconf database
is probably corrupt. If so, please read
/usr/share/doc/dictionaries-common/README.problems and try to reinstall
again ipolish after having fixed the database.
