Yes, libtiff-dev | libtiff4-dev would still be fine. I wonder how many of the other bugs are like this. I didn't think about this case. My mass bug filing was pretty much scripted...I just sent bug reports for all packages that had the string libtiff4-dev anywhere in their build dependencies. So I guess fix it at your discretion. Leaving it alone would probably make backporting easier. Your call. For bugs that remain open after several weeks, I will be upgrading the severity, but if you close your bug, I won't be rechecking.
