The situation seems to have improved with dpkg 1.17.x getting into testing. Now I'm only able to reproduce this bug with the empty and therefore completely broken libpdl-io-hdf5-perl package, and in some upgrade paths where pdl gets removed since it is currently not available in jessie. Downgrading the severity accordingly. Once libpdl-io-hdf5-perl gets back a Depends: pdl (>= 2.007) (or so), the upgrade path should look smooth again.
