This seems to be caused by ruby-debian 0.3.8+b2 which "only" ships
/usr/lib/x86_64-linux-gnu/ruby/vendor_ruby/2.0.0/debian_version.so
/usr/lib/ruby/vendor_ruby/1.9.1/x86_64-linux/debian_version.so

Downgrading to ruby-debian 0.3.8+b1 from stable makes dhelp_parse
work again, because of:
/usr/lib/ruby/vendor_ruby/1.8/x86_64-linux/debian_version.so
/usr/lib/ruby/vendor_ruby/1.9.1/x86_64-linux/debian_version.so

Of course that has no future in the light of the runy 1.8 removal
plans ... But cf. #732916
