I took over the maintenance of libdbi / libdbi-drivers because they were largely unmaintained. Though these are vital pieces of libraries in Debian. So, really, best is to put this in collab maint (and put us 3 as maintainers), and make sure that as many people as possible can work on the packaging of it, because it doesn't seem like there's been a huge motivation to work on it lately (look when first I wrote the RFA...).
