No. The Package "msmtp" does not have a "Provides: mail-transport-agent" line in its control file neither in stable, testing, or unstable. So this bug should not be closed, no. It only did so for 5 days in April 2005, after 1.2.4-3.1 was uploaded, and before 1.2.4-3.2 was uploaded.
